Balázs Tárnok, PhD

Director of Research, Research Fellow
is a jurist currently serving as the Director of Research of the John Lukacs Institute for Strategy and Politics at the University of Public Service, where he previously led the Europe Strategy Research Institute. He received his legal degree (J.D.), LL.M. and Ph.D. degree at the Pázmány Péter Catholic University Faculty of Law and Political Sciences, Budapest. Balázs worked in several organizations gaining experience in the field of human and minority rights and advocacy, and the law and policies of the European Union. In 2021, he was the Hungary Foundation’s visiting research fellow at the Kellogg Institute for International Studies at the University of Notre Dame, USA. Balázs authored several academic books and articles, and his policy-oriented work and opinion pieces has appeared in, among others, the Foreign Policy, The National Interest, Newsweek, and The Washington Times. In 2022, he received the Lőrincz Csaba Award presented by the Pro Minoritate Foundation to acknowledge his activities in the field of foreign and national minority policy. Currently he is also the Deputy Director of the Training Program at the Károli Gáspár University, Budapest, and Adviser on Minority Rights at the Institute for the Protection of Minority Rights.

Kincső Boróka Bányász - Váczi

Program officer

Kincső Boróka Bányász-Váczi deals with operative matters related to the research programmes of the John Lukacs Institute for Strategy and Politics, contributes to the management of the Institute's events and provides ongoing administrative support to the staff of the Director of Research.

Mátyás Ináncsi

Doctoral Research Fellow, Academic Administrator

Mátyás Ináncsi is a doctoral student at the Military Science Doctoral School alongside handling administrative duties at the institute. Their research focuses on social media and its impact on cybersecurity, particularly concerning the spread of disinformation and cyber threats. Additionally, they are interested in the cybersecurity aspects of drone infrastructure and actively contribute to the field of cybersecurity education. Their goal is to gain comprehensive understanding of these complex topics and contribute to the advancement of cybersecurity science and practice in the realms of social media and other digital technologies.

 

Tamas Csiki Varga, PhD

Senior Research Fellow

Tamas Csiki Varga graduated from Zrinyi Milklos National Defence University (MSc in security and defense policy) and Central European University (MA in nationalism studies), later earning a PhD degree at the Doctoral School for Military Sciences of the University of Public Service. Between 2009-2023 he was working as a defense policy analyst at the Institute for Strategic and Defense Studies of ZMNDU/UPS, currently he is a senior research fellow at John Lukacs Institute for Politics and Strategy. Area of expertise: European defense, Transatlantic security; current field of research: Central European defense cooperation.

 

Gábor Csizmazia, PhD

Research Fellow

Gábor Csizmazia is a research fellow at the John Lukacs Institute for Strategy and Politics, focusing on American foreign policy, particularly regarding the security relationship with East-Central Europe. He earned his PhD from the Doctoral School of Military Sciences at the Ludovika University of Public Service in 2021. He is a former scholarship recipient of the George C. Marshall European Center for Security Studies and was a visiting researcher at the George Washington University and the Institute of World Politics. Gábor teaches courses on US Government, US Foreign Policy, and East-Central Europe, and he is a course director for Security Policy at the Hungarian Academy of Diplomacy.

Mózes Csoma Ph.D. (with habilitation degree)

Senior Research Fellow

His research focuses on the historical and political developments of the Korean Peninsula. Between 2007 and 2017, he taught at the Korean Department of Eötvös Loránd University (ELTE); he was the first appointed head of the Korean Department. Between 2018-2022 he acted as Hungary's Ambassador Extraordinary and Plenipotentiary to the Republic of Korea and the DPRK. His memberships are the followings: Association of Korean Studies in Europe, Society of Korean Language and Literature, Association for Korean Modern and Contemporary History, Royal Asiatic Society Korea Branch, and a member of the editorial board of the South Korean scholarly journal Yoksa Kyoyuk (History Education Review). Acknowledgments for his work: Award of the Minister of Culture of the Republic of Korea (2016), Award for International Scholarly Cooperation of the South Korean Dankook University (2016), Honorary Doctorate of the South Korean Dankook University (2022), Honorary Citizen of Seoul City (2022), Gwanghwa Medal Award of the Republic of Korea (2023) .

András György Deák, PhD

Senior Research Fellow

András DEÁK holds the position of Senior Research Fellow at the John Lukacs Institute, affiliated with UPS, Budapest. He obtained his Master's degree (MA) and Doctorate (Ph.D.) in International Relations from the University of Economic Sciences, Hungary, in 1997 and 2003, respectively. He conducts research on economic processes in the Post Soviet space, with a specific focus on integration into the global economy and energy policy. He has written more than 130 publications and edited 6 study volumes, mostly focused on contemporary topics related to energy security and the energy ties between the European Union and Russia. In addition, András Deák instructs courses on Russian Energy Policy and Post Soviet Regional Studies at various Hungarian universities. The individual engages in the examination of foreign and energy policies, as well as participates in civil activities related to energy conservation.

 

Zoltán Egeresi, PhD

Research Fellow

Zoltán Egeresi is a research fellow at our institute and also an external reserach fellow of the Hungarian Institute for Foreign Affairs. He studied International Studies at Corvinus University in Budapest and History at Eötvös Loránd University. He wrote his doctoral thesis on Türkiye’s foreign policy in the Balkans at Corvinus University in Budapest. His main areas of interest are Türkiye, the Turkic countries and the Balkan region.

Viktor Eszterhai, PhD

Research Fellow

Viktor Eszterhai obtained his PhD in 2018 at the Eötvös Loránd University Modern and Contemporary History Doctoral Program. Between 2015 and 2021, he was a senior researcher at the Pallas Athene Geopolitical Research Institute. Between 2019 and 2021, he worked as an assistant professor at the Institute of Geography, Geoeconomy and Sustainable Development, Corvinus University of Budapest. Between 2021 and 2023, he was a senior research fellow at the Institute for Foreign Affairs and Trade and the research director between April 2023 and January 2024, under a new name, the Hungarian Institute of International Affairs (HIIA). He joined the John Lukacs Institute for Strategy and Politics in February 2024.

Research areas: Bilateral relations of Hungary and China, the relationship between China and Europe, and non-western schools of International Relations.

Rajmund Fekete, PhD

Assistant research fellow

Rajmund Fekete is a Research Fellow at the John Lukacs Institute for Strategy and Politics, and the director of the Institute for the Research of Communism. He also edits “Látószög” blog. Rajmund completed his PhD studies summa cum laude at Péter Pázmány Catholic University’s School of History. As a former fellow at the Center for European Policy Analysis’ (CEPA) James S. Denton Translatlantic Fellowship Program (2018), Rajmund participated in the Institute for Cultural Diplomacy (2009). He received the Young Investigator Award from the Board of Directors of the Association of Hungarian American Academicians (2022). His field of research is the nature of the communism and the History of the USA during the Cold War.

Zoltán Felméry, PhD

Research Fellow

Dr. Zoltán Felméry is a research fellow at the John Lukacs Institute (Strategic and Defence Research Programme) of the Ludovika University of Public Service. He has gained professional experience as an expert in various public administration organizations and as a researcher and lecturer in higher education institutions. His research interests include military and law enforcement expenditure, security perception and enterprise development policy.

Béla Háda, PhD

Research Fellow

Béla Háda is a historian, political scientist, security policy analyst. He received his doctorate in history from Eötvös Loránd University of Budapest. He has been working as a research fellow at the National University of Public Service since 2011. His area of expertise is the modern history, social conflicts and foreign and security policies of the South and Southeast Asian countries. In this context, he pays special attention to the great powers’ (India, the People’s Republic of China and the United States) aspirations in those regions. In addition to his research, he is a member of the editorial board of several journals and the editorial secretary of Nation and Security – Security Policy Review.

 

 

János Kemény, PhD

Research Fellow

János Kemény is a research fellow at the John Lukacs Institute, where he works on security policy issues. He received his PhD from the Multidisciplinary Doctoral School of International Relations at Corvinus University of Budapest in 2015. As a postdoctoral fellow at the Hungarian Academy of Sciences, he researched the historical relations between Hungary and Vietnam during the Cold War. His research interests include political violence, with a special focus on political violence within the state and also runs a course on the subject.

 

 

Dr. Balázs Mártonffy

Director of Research, Senior Research Fellow

is a political scientist currently serving as the Director of Research of the John Lukacs Institute for Strategy and Politics at the University of Public Service, where he previously led the Institute for American Studies. He received his doctorate in international relations from American University, School of International Service, where he won the William C. Olson Award for exceptional teaching, and he received the Munich Security Conference’s John McCain Dissertation Award, recognizing exceptional research in transatlantic relations. Balazs has authored numerous academic books and articles, and his policy-oriented work on international security has appeared in, among others, The Washington Post, War on the Rocks, and The Conversation. Balazs is also a course director of the Hungarian Diplomatic Academy, has previously taught at George Washington University and Eotvos Lorand University, and has held various positions with the Hungarian foreign and defense ministries. Balazs also holds an MA from the University of Denver, a BA from Washington University in St. Louis, and is a member of the Hungarian Atlantic Council and the International Studies Association.

Nikolett Pénzváltó, PhD

Research Fellow

Nikolett Pénzváltó graduated as an International Relations Expert and as a Turcologist from Eötvös Loránd University. She obtained her Master's degree in Security and Defense Policy at the University of Public Service - Ludovika (UPS-L). She earned her PhD at the Doctoral School of Military Sciences of UPS-L in 2020. She joined the John Lukacs Institute for Strategy and Politics in January 2024. Prior to that, she worked as Head of Research at the Migration Research Institute.

Judit Szakos, PhD

Research Fellow

Judit Szakos holds a degree in public administration (University of Debrecen, Ludovika University of Public Service), and in public policy and management (Corvinus University of Budapest); an innovation expert. She obtained her doctoral degree in public administration science at Ludovika, where she examined the impact of state intervention in the Hungarian startup ecosystem through the example of business incubators. In addition to teaching courses at Ludovika, she is also a co-developer and regular instructor of the innovation manager training program. Her research focuses on innovation ecosystems, innovation policy, startup support, business incubation, and the concept of the entrepreneurial state, meanwhile, from a systematic approach, also interested in the social and economic impacts of technological change.

 

Péter Tálas, PhD

Senior Research Fellow

Péter Tálas (1958) is a historian, political scientist, security policy expert and Candidate of Political Science. He graduated from ELTE in 1985, where he worked as assistant professor until 1994. He then became a staff member of the Institute for Strategic and Defence Studies (SVKI) and was its director from 2003 to 2023. He has published 215 scientific publications, including 11 books, 47 book chapters, 136 studies and some 150 articles as author or co-author, and a further 17 volumes as editor. Since 2008 he has been editor-in-chief of the peer-reviewed academic journal Nation and Security. His main research interests include security n the Central and Eastern European region, international strategic processes, terrorism, migration and perceptual issues of security.
